Traditionally, in the Rider-Waite deck, measurements of time are discerned through the prevelance of the suits and circumstances of the reading in relation to the question being asked. In my research and from my own experiences, I have learned basically the following:
WANDS correspond to Spring and the Spring months from March 2nd through June 21st.
CUPS would indicate the Summer and Summer months from June 22nd through Sept 1st.
SWORDS would indicate the Autumn and Autumn months from September 2nd through December 21st.
PENTACLES would indicate Winter and Winter months from December 22nd - March 1st
However, I have seen other research that indicates that Pentacles indicate Autumn and Swords indicate Winter. For my readings and my work, I have found the former to be more accurate than the latter.
In determining times of day or hour or specific indicators for time, it again would depend on the cards that came up in context to the question and Tarot spread. Some research has indicated that the suit of the cards would indicate time and hour of day as well.
WANDS - Dawn/Morning hours from 5:00AM-11:00AM
CUPS - Noon/Peak Hours from 11:00AM-6:00PM
SWORDS - Twilight Hours from 6:00PM-11:00PM
PENTACLES - Night Hours from 11:00PM-5:00AM
Because time and events are always in constant motion and the Tarot can only indicate trends, patterns, and energies in constant motion and only present possible or potential things that may occur if current energies or trends are enabled to continue, it would be difficult to pinpoint specific details in regards to time elements.
This is also a main reason why it is best and most beneficial not to seek consecutive Tarot readings on the same subject until considerable time has passed to allow patterns and energies and events to unfold naturally without ambiguous and suggestive cards indicating conflicting time elements. A card's true meaning or intent may not priroitize its interpretation, only a reader can do that and the cards may have other meanings than specific indications of time. In fact, most readings "speak" of events, cause and effect relationships, patterns, characteristics, etc. more so than elements focused entirely on time.
