Meditation can help lower blood pressure over time but you're not likely to see very much measurable instant results. It's just that it removes stress and helps mentally "wipe the board clean" as it were, which can have health benefits as opposed to being stressed. What's funny is I have noticed sometimes when I'd begin breathing deep and starting to meditate my heart rate would actually increase, at least at first, then normalize, and then after a while slow down just a little.
Everybody's different, though. Even if there were a technique that could have an effect on one person or even most people there's no guarantee you could make it work to do what you wanted it to do. Healthy diet, exercise, regular meditation will go a long way but you still may need a physician to help you perhaps with a prescription or overall health plan.
I wish it were easier, I wish there was some secret breathing method that could take care of things, but it's all about the baby steps - do what you can, then do a little more, even get help if you need it.
