I wouldn't put a timescale on psychic development, there's no rule and some people are born with these powers already.
In my case it was the teacher that counted. I joined a group to see others show their abilities and within one session I was seeing auras and doing pretty good clairvoyance.
Since then I rarely saw auras, and then usually with the teacher's help, but the clairvoyance just keeps growing, the more so when I regularly use it.
